Nursing Assistant Certification for Out-of-State Endorsement Applicants
 Fact Sheet

  • Out-of-state applicants must meet the Maryland Board of Nursing training program requirements to be eligible for the CNA certification.
  • For the CNA who works in the nursing home, hospital and other settings the following applies:
  • To be considered for endorsement/transfer to Maryland, the out-of-state candidate
    must have a CNA certificate that is current, active, and in good standing on the State’s Nurse Aide registry that meets the OBRA requirement.
  • Candidates from the following ten (10) states have training programs that meet the Board’s 100-hour training program requirements (i.e. 60 hours of theory and 40 hours of clinical). These candidates are eligible to endorse directly to Maryland and obtain both CNA and GNA certification, (GNA certification is required to work in a licensed nursing home in Maryland).

  • Out-of-state candidates from states other than the above ten states must obtain a CNA Endorsement application from the Maryland Nursing Assistant certification Program. The applicant may then may contact a Maryland Board Approved CNA Training Program and make arrangements to demonstrate their knowledge and clinical skill by completing the Maryland CNA Training Programs in-house final examination (both written and clinical). If successful on the first attempt and with documentation by the Maryland Training Program of demonstrated competency, the candidate may endorse/transfer the CNA certificate from the out-of-state registry and obtain a certificate as a CNA and also obtain the additional certification of GNA status in Maryland. If the candidate is unsuccessful, on one or both parts of the examination, (written and/or clinical skills) the candidate must complete the entire Maryland Board approved 100 hour training program.
  • Should the candidate choose not to demonstrate his/her written and skills competency, the candidate must complete a Board approved CNA 100 hour training program to be eligible for Maryland certification. A list of the Board approved CNA training programs is available on the Board’s web page at www.mbon.org.
  • All out-of-state applicants who are endorsing/transferring their certificate to Maryland must have a state certification free from finding of abuse or neglect with the out-of-state registry.
    Out-of-state candidates who are not on any state registry must complete a Maryland Board approved 100 hour training program to be eligible for Maryland certification as a CNA.

How to Obtain an Application

  • Contact the CNA program at 410-585-2041 or fax a request at 410-764-8042 or send an e-mail request for the application to estanley@dhmh.state.md.us
  • Include your full name & mailing address when making the request
  • If you are a CNA coming from a state other than the ten (10) states identified you must also request the Validation of Competency Form for the CNA training program to complete.

How to Endorse - Transfer an Out-of-State Certificate

Complete an application for Nursing Assistant endorsement in full and include:

A. A money order for the $20.00 application fee

B. A copy of the certification issued by your current state

C. If appropriate, the documentation demonstrating competency which was completed by a Maryland Board approved CNA training Program

Tips to Avoid Delays in Obtaining Certification and Renewal

The following are common omissions in completing the applications, which cause a delay in obtaining certification.

1. Applicant has failed to include the out-of-state registry certificate/card.
2. Applicant fails to answer all questions on the discipline component or answers the questions but fails to provide court records explaining the discipline.
3. Applicant fails to provide his/her birth date or substitutes the date the application is submitted as the birth date.
4. Applicant fails to include the original yellow Validation of Competency Form completed by the Maryland Board Approved CNA Training Program.
5. The applicant failed to provide documentation of having the fingerprints taken (see CHRC insert in the application packet)

What to do when certification is not received:

  • Should a certification not be received within 45 days after mailing it to the Board, 
    the candidate should call 410-585-2041, e-mail mjames@dhmh.state.md.us, or fax 
    (410-764-8042) the following information: date application was mailed, the name of the applicant, the social security number, and the type of application i.e., Endorsement/transfer application.
